The Ministry of Health (MoH), through its World Bank–funded Projects Management Unit (PMU), is seeking to hire a full-time Procurement Officer to support the procurement functions of multiple ongoing health sector projects. These include the Health System Efficiency and Resiliency Project (HSERP), which focuses on improving the quality, efficiency, and resilience of public health service delivery, and the Palestinian Health System Reform Project (PHSRP), which aims to advance health sector reforms and system-strengthening measures to enhance access, quality, and sustainability of health services in both the West Bank and Gaza.
The Procurement Officer will play a key role in planning, executing, and monitoring day-to-day procurement activities for goods, works, and consulting services, ensuring strict compliance with World Bank Procurement Regulations and Palestinian national procurement laws. Duties will include assisting in the preparation of procurement plans, drafting and reviewing bidding documents and requests for proposals, supporting bid/proposal evaluations, managing contract documentation, and tracking procurement progress. The officer will work under the administrative supervision of the
PMU Coordinator and receive technical guidance from the PMU Procurement Specialist.
This position is based at the MOH’s offices in Nablus, with potential field visits to project sites as needed.
Main Tasks and Responsibilities
Assist in the preparation and periodic updating of the project Procurement Plans.
Support the drafting of bidding documents, Requests for Quotations (RFQs), Requests for Proposals (RFPs), and other solicitation documents.
Help coordinate procurement activities with relevant MoH departments and project beneficiaries.
Assist in publishing bid advertisements and managing distribution of solicitation documents.
Coordinate the scheduling and organization of bid openings and evaluation committee meetings.
Assist in the receipt, recording, and safe handling of bids, quotations, and proposals.
Support the preparation of evaluation reports under the guidance of the Procurement Specialist.
Help in drafting standard procurement correspondence and maintain procurement filing systems (hard and soft copies) in accordance with World Bank requirements.
Monitor procurement timelines and maintain procurement tracking tools for effective reporting.
Support the contract management process, including tracking of contract implementation and performance milestones.
Assist in organizing procurement-related training sessions, meetings, and workshops.
Perform other related tasks as assigned by the Procurement Specialist or the Project Coordinator.
Contract Duration
The contract will be for one year on a full-time basis, renewable based on the availability of funds and satisfactory performance, and will include a three-month probationary period.
Required Qualifications and Skills:
Bachelor’s degree in business administration, public administration, procurement, engineering, or a related field.
A minimum of 2 years of relevant work experience in procurement, preferably in donor-funded projects.
Familiarity with World Bank or international donor procurement procedures is an asset.
Strong organizational and administrative skills, with attention to detail.
Proficiency in MS Office applications (Word, Excel, PowerPoint).
Good command of English (spoken and written).
Ability to work effectively in a team and under pressure.
