Job Title: Site Engineer
Organization: Agricultural Development Association (PARC)
Location: Jenin
Reports to: Shelter Program Manager
Contract Type: Project-Based Contract
Duration: Based on project timeframe, with potential for extension (based on performance and funding availability)
Coordinates with: Project Manager, Site Engineers, Field Coordinator, Social Worker, IM Officer, Procurement Officer, Contractors
1. Job Purpose Summary and Objectives
The Site Engineer will provide technical leadership and on-site supervision for the rehabilitation of substandard shelters targeting internally displaced and highly vulnerable families. The position ensures that all rehabilitation works are implemented in compliance with donor guidelines, Shelter Cluster minimum standards, humanitarian principles, and PARC’s internal technical and procurement procedures.
The Site Engineer will oversee the full engineering cycle, including assessment, Bill of Quantities preparation, tender technical input, contractor supervision, quality control, safety compliance, documentation, and final handover of rehabilitated shelters.
The overall objective is to ensure safe, dignified, protection-sensitive, and technically sound shelter solutions for targeted households.
2. Roles and Responsibilities
- Provide technical oversight for all shelter rehabilitation activities.
- Conduct detailed engineering assessments of selected shelters.
- Prepare and validate Bills of Quantities (BoQs), technical drawings, and specifications.
- Supervise contractors to ensure compliance with agreed standards and timelines.
- Ensure accessibility modifications and protection mainstreaming elements are properly integrated.
- Monitor construction quality, materials, and adherence to safety standards.
- Certify completed works before payment processing.
- Support reporting and documentation requirements for donor and Shelter Cluster.
- Coordinate closely with the Field Coordinator and Social Worker to ensure protection-sensitive implementation.
- Ensure legal agreements are respected during implementation.
- Ensure gender, age, and disability disaggregated data (SADD) collection.
3. Main Tasks and Duties
A. Technical Assessment Phase
- Conduct site visits and structural/non-structural assessments.
- Identify priority rehabilitation needs (roofing, doors, windows, weatherproofing, accessibility, minor WASH works).
- Develop detailed BoQs and cost estimates.
- Prepare technical drawings where required.
- Ensure works align with Shelter Cluster minimum standards.
- Coordinate internally with finance, procurement, and MEAL.
B. Tendering and Procurement Support
- Provide technical input to tender documents.
- Participate in bid evaluation committees (technical scoring).
- Review contractor technical proposals.
- Provide clarifications during the tender process.
C. Implementation Phase
- Supervise daily construction activities on site.
- Conduct routine site inspections.
- Ensure quality control and material compliance.
- Monitor contractor performance and adherence to timelines.
- Ensure occupational health and safety measures are applied.
- Document progress through site reports and photographic evidence.
- Address technical challenges promptly.
- Support MEAL teams during monitoring visits, post-distribution monitoring, and assessments.
- Report delays, access constraints, protection concerns, or incidents promptly.
D. Protection, Accountability, Safeguarding, and Inclusion
- Ensure protection mainstreaming across all project stages.
- Support implementation of Feedback and Complaints Mechanisms (FCM) at the site level
- Uphold PARC’s Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) standards.
- Immediately report safeguarding concerns through established reporting channels
- Ensure accessibility modifications for persons with disabilities are technically appropriate.
- Verify privacy and safety measures (secure locks, partitions, lighting).
- Coordinate with Social Worker on gender-sensitive adaptations.
E. Monitoring & Handover
- Conduct final inspections before handover.
- Prepare completion certificates.
- Support satisfaction survey verification.
- Ensure proper documentation for donor reporting.

4. Required Academic Qualifications
- Bachelor’s degree in civil engineering, Construction or related engineering field (required).
- Professional Engineering Registration (preferred).
- Additional certification in humanitarian shelter standards or construction safety is an asset.
5. Required Experience
- Minimum 3–5 years of relevant experience in construction supervision or civil works.
- Proven experience in shelter rehabilitation, housing upgrades, or infrastructure projects.
- Demonstrated experience preparing BoQs and managing contractor supervision.
- Experience in emergency or conflict-affected settings is highly desirable.
6. Skills Required for the Job
Technical Skills:
- Strong knowledge of Shelter Cluster minimum standards.
- Strong knowledge of construction materials and rehabilitation techniques.
- Familiarity with Shelter Cluster standards and humanitarian guidelines.
- Ability to prepare and review BoQs.
- Knowledge of accessibility standards for persons with disabilities.
- Understanding of protection mainstreaming in shelter interventions.
- Strong quality control and safety management skills.

- Experience with data documentation and digital reporting tools.
- Email and document management proficiency.
7. Other Requirements
Languages Required:
- Native in Arabic.
Good working knowledge of English (required for reporting and donor communication).
- Knowledge of humanitarian terminology in English is required.
Work Environment:
- Field-based in Jenin with frequent field visits to the northern West Bank.
- Work may take place in challenging conditions (weather exposure, damaged infrastructure, security constraints)
- Flexibility required to respond to emergency priorities and access limitations.
- Exposure to construction sites and security-sensitive locations.
- Requires mobility across targeted communities.
