Procurement Officer

Summary of the Role:
The Procurement Officer will support the procurement processes for goods, services, and consultancies under the Sustainable Employment Project, funded by the Federal Republic of Germany through KfW. Reporting to the PEF Project Manager and Procurement Director and working under the oversight of the Implementing Consultant (IC), the officer will ensure that all processes comply with KfW and PEF procurement guidelines and adhere to best practices.

Key Responsibilities:
Support PEF in regularly updating the SEP Procurement Plan.
Support procurement processes and Prepare Request for Quotations (RFQs), Requests for Proposals (RFPs), bid evaluations, and contract documents.
Maintain accurate procurement documentation, ensure audit compliance and serial procurement using unified templates across all project procurements to streamline processes.
Coordinate with the PIU team and PEF procurement department staff to define specifications and TORs for tenders.
Ensure procurement transparency, competitiveness, and compliance with KfW and PEF rules.
Support in training PIU team and partners staff on procurement procedures.
Report on procurement progress, coordinate and resolve issues with the Project Manager, PEF procurement department and IC.
Ensure Compliance with ESHS standards.

Qualifications:
Bachelor's degree in Business Administration, Supply Chain Management, Finance, Engineering or a related field.
Minimum of two 2 years of experience conducting procurement for donor-funded projects. Proven experience with the full procurement cycle (from RFQ/RFP to contract management).
Documented experience applying procurement guidelines of international donors. Experience with KfW, GIZ, or World Bank procedures is preferred.
Proficiency in developing tender documents, conducting bid evaluations, and maintaining procurement records.
Professional proficiency in Arabic and English.
