Position Purpose
The accountant will be responsible for all daily financial transactions, such as data entries, payments, bank reconciliations etc. to ensure smooth implementation of all projects and APLA financial transactions according to the accounting financial standards, APLA laws and rules, and Palestinian related laws.
APLA Background
Established in 1997, The Association of Palestinian Local Authorities – APLA is an independent institution that brings together all Local Government Units – LGUs across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens.
Key Responsibilities
Record and maintain all financial transactions in the Bisan accounting system, ensuring accuracy and completeness.
Review project payment requests for accuracy, completeness, and compliance, and submit them to the Finance and Administration Manager for approval.
Prepare payment requests for organizational and project-related expenses in line with approved procedures.
Process payments (bank transfers and checks) and follow up with banks to ensure timely execution.
Maintain proper filing and archiving of all financial records and supporting documents (physical and electronic).
Prepare monthly financial reports and summaries for review by the Finance and Administration Manager.
Perform monthly bank reconciliations and ensure proper resolution of discrepancies.
Monitor, review, and reconcile petty cash transactions in accordance with financial policies.
Support procurement processes by ensuring financial compliance and proper documentation, as requested.
Assist in the preparation of periodic financial reports, budgets, and financial statements.
Support internal and external audit processes by preparing required documentation and responding to audit queries.
Track and update LGU and Village Council (VC) membership financial data within the Bisan system.
Ensure compliance with organizational financial policies, procedures, and donor requirements.
Perform any other finance-related tasks as assigned by the Finance and Administration Manager.
Reporting requirements
The accountant will work in APLA’s office in Ramallah. The accountant will report on a day-to-day basis to the Financial and Administrative Manager of APLA.
Contract Period
One year, with possibility of extension.
Minimum qualifications
Minimum a Bachelor degree in accounting.
At least 3 years proven working experience in accounting, finance, or any related Fields. Working in NGO’s or public organizations is an advantage.
Skills:
Knowledge of Ms. Office (word, excel, power point, outlook, good background in archiving).
Excellent knowledge in using accounting systems, preferred BISAN System.
Fluent in both Arabic and English.
Knowledge in the International accounting standards, local Palestinian tax laws and regulations.
Good Knowledge in the donors’ regulations.
Excellent time management skills and ability to conduct multi-tasks and prioritize work.
Good communication skills.
