Mission and objectives


UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.




Context


Through generous contribution by the Government of Norway, UNDPs Programme of Assistance to the Palestinian People (UNDP/PAPP) is implementing the Socio-Economic Resilience in East Jerusalem Project. The Project aims to contribute to improved access of Palestinians to quality socio-economic services and opportunities in East Jerusalem. The Project addresses the multidimensional vulnerabilities of Palestinian Jerusalemites and strengthen their resilience against deteriorating socio-economic and political conditions in the Old City of Jerusalem, as well as foster Palestinian self-reliance and shared identity at the individual and community levels. Through producing holistic and catalytic models, the role of civil society organizations in Jerusalem will be strengthened and multi-dimensional partnerships will be created, strengthened and sustained.


The project is aligned with the national goals under the National Policy Agenda, particularly National Policy number 8. The project is also heavily aligned with the Capital Cluster Development Plan 2021-2023, particularly in contributing the operationalisation of key elements under the Health, Tourism, Youth, CSOs and Housing priorities. The Project is aligned as well with the Transformative Resilience Framework of the Palestinian Government and UNDP/PAPP. Recognising that development gaps have been already growing across the occupied Palestinian territory (oPt), where communities in East Jerusalem specifically are falling behind owing to structural constraints to development, the Project contributes to enhancing the building blocks towards community and self-reliance by achieving the following outputs at large:


Output 1: Strengthened capacities of health institutions to provide essential services to Palestinians in East Jerusalem. Output 2: Palestinian businesses in and around the Old City affected by COVID-19 and the absence of international tourism have improved knowledge, skills and opportunities”.


Output 3: Improved availability of information and knowledge around housing and social services in East Jerusalem.


As part of the Strategic partnership between UNDP/PAPP and the Ministry of Jerusalem Affairs (MoJA), and to provide technical support for the MoJA efforts in the current planning cycle for the years 2024-2029. This United Nations Volunteers (UNV) assignment is part of the support provided by the socio-economic resilience project in East Jerusalem, where the UN Volunteer will be based in Al RAM working at the Ministry of Jerusalem Affairs office.




Task description


Under the direct supervision of the UNDP Project manager and Ministry of Jerusalem Affairs (MoJA), the National UN Youth Volunteer will focus on the achievement of the following tasks


: Programme and administration:


1) Arrangement of travel and hotel reservations for the MoJA staff as needed.


2) Responsible for the Ministry main office management, logistical issues etc.


3) Administrative support to organization of conferences, workshops, retreats, etc.


4) Preparation of routine correspondence, faxes, office memos and reports in accordance with internal required procedures;


5) Extracting, inputting, copying and filing data from various sources, as needed.


6) Translation of different documents in cooperation with the MoJA team, as needed


Data collection and analysis:


1) Support the MoJA team in programmatic and strategic data collection and statistics related to East Jerusalem status, services provided by the Ministry and context analysis.


2) Develop survey/questionnaires and/or conduct interviews and other forms of data collection sources as needed for analysis purposes.


3) Develop fact sheets and briefs as needed, in close consultation with the MoJA team, and support the Programs and planning teams at MoJA as needed.


4) Contribute to the MoJA efforts of resource mobilization through developing concept notes, project briefs etc
