DEPARTMENT PURPOSE:


TEAM PURPOSE: to contribute to the development and implementation of resource mobilization strategies to establish strategic partnerships between Oxfam and institutional donors to identify and develop new funding opportunities and overall compliance and grant management.


 


JOB PURPOSE: The postholder will contribute to achieving high quality programming by ensuring effective grants management including, compliance requirements, reporting, contribution to timely and quality proposal development, and internal and external communication as required. The post holder will also support the OPTI country programme teams to plan, develop, and design high quality bids to institutional donors. S/he shall ensure programme and support teams are fully informed of relevant donor compliance regulations and Oxfam procedures, manage contracts with donors and Oxfam affiliates, coordinate donor and other external reporting, and coordinate grant revisions.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)


Grants Management and Compliance


 



  • Supports staff and partners in ensuring compliance with Oxfam and donor requirements and compliance on the uses of restricted funds, including budget monitoring, amendment requests and timely flagging of problems.

  • Supports/leads on the development, review and submission of high quality financial and narrative reports, ensuring consistency, accuracy, and clarity, including proofreading reports. Ensures timely submission in compliance with Oxfam policies and procedures as well as donor contractual requirements. Works with programme, logistics and finance staff to continuously improve the quality of Oxfams reporting.

  • Supports the Business Development Manager with communications to donors and Oxfam affiliates, including responding to information requests, income tracking, and contract amendments.

  • Assist in ensuring that submissions and bids are planned, designed, and implemented in a consultative, participative and gender sensitive manner ensuring that this is well articulated in proposals in accordance with Oxfam’s standards and guidelines.

New Business Development


 



  • Contributes and when requested to lead on the development, preparing necessary groundwork, and submission of high-quality project proposals to donors, including providing information on donor requirements and submission schedules.


 


Information and Systems Management


 



  • Regularly updates Oxfam’s SAP/ADOBE grants system as the main tool for recording and monitoring the status of grant submissions, reporting and project closure.

  • Maintains restricted funding information systems and records on donor contracts and income data (hard and softcopies);

  • Act as the focal point to collaborate with finance and programmes to align SAP/ADOBE grant forms with other interfaces in the system, ensuring that all variances are rectified in a timely manner. Lead on YOSAS forms from the funding perspective role.

  • Maintains up to date donor log, reflecting details of grants, donor engagement meetings and other relevant information.

  • Ensures that funding files and global funding reporting, both electronic and paper, are complete and kept up-to-date.

In addition:



  • At least 5 years of experience and knowledge of planning for, securing and managing funds from institutional donors;

  • Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors), working with humanitarian and development donors 

  • Sound skills in donor contract management, donor compliance and programme development;

  • Proven skills and experience in report and proposal development and working with multiple donors;

  • A team player with highly developed interpersonal, influencing and relationship skills;

  • Excellent communication skills – both written and verbal (English and Arabic);

  • Good administrative and numerical skills and attention to detail;

  • Knowledge of NGO programming;

  • Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.

  • Proficient in MS Office applications, specifically Word and Excel


 



Desirable



  • Knowledge or experience of Oxfam’s programme work.

  • Good knowledge and awareness of issues related to Oxfam’s strategic objectives and theories of change.

  • Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs

  • Travel to Gaza office on a regular basis.
