The Palestinian Energy and Natural Resources Authority (PENRA) announce its need to recruit (Gender Specialist) within the Projects Monitoring Unit (PMU). The selected candidate will be responsible for promoting women’s economic empowerment, advancing female representation within energy-sector institutions, and addressing gender-related gaps in technical fields. This position will oversee the implementation of the Gender Action Plan and collaborate with local and regional stakeholders to enhance opportunities for women in the energy sector, particularly in renewable energy and energy efficiency.
Duty Station
PENRA Offices – Ramallah with mobility to offices in other locations in the West Bank.
Contract Duration
One-year contract, with the possibility of renewal for an additional year.
Key Tasks:
Ensure that gender aspects are integrated into environmental and social management throughout the project, especially related to energy sector development.
Oversee the contractor’s adherence to gender-sensitive aspects and ensure that gender perspectives are incorporated into safety standards.
Ensure effective engagement with stakeholders, particularly women, and manage gender-responsive information disclosure per the Stakeholder Engagement Plan (SEP).
Contribute to the Environmental and Social progress Reports that track gender integration and report on compliance status, making sure they are accessible to non-technical audiences, including summaries in Arabic.
Collaborate with the Environmental and Quality Authority, Ministry of Social Development and Ministry of Women to address any additional project requirements and ensure gender concerns are addressed.
Manage a gender-sensitive Grievance Mechanism (GM) to ensure that complaints from women are heard and resolved effectively. Follow up the referral pathway agreed with the Ministry of Social Development.
Contribute to budget preparation: Support the development of a budget for gender-focused Environmental and Social activities and ensure adequate resources for gender initiatives.
Manage environmental and social consultants, ensuring that gender aspects are fully incorporated into their work. Provide oversight to safety engineers and occupational health officers from a gender perspective.
Participate in environmental and social training programs and awareness campaigns, emphasizing gender equality in the energy sector.
Produce clear, accessible reports: Ensure that reports on gender integration and environmental and social aspects are written in a manner understandable to non-technical audiences. Provide gender-specific summary documents in Arabic for dissemination at local levels.
Quarterly reports to PMU Manager: Prepare quarterly updates for the PMU Manager on the status of gender integration and the implementation of gender-responsive sub-projects.
Perform additional tasks as required by the PMU Manager to support gender-related activities within the project.
Core skills
Have very good command on English and Arabic language communication skills (reading, writing and speaking).
Good experience in producing reports is required.
Have very good management skills, particularly workshop organizing and moderation, communication skills as well as having the ability to work in a team.
Experience in dealing with complaints systems.
Track record of working in line with the requirements of international financial institutions.
Proven ability to communicate effectively, understand community and stakeholder perspectives and vulnerabilities and to engage with project affected people and project management teams positively and constructively
Proven responsibility for day-to-day management of social studies.
Knowledge of the project area and the communities.
Have very good computer skills in general and especially in MS Office package (Word, Excel, PowerPoint, MS Project, etc.).
Knowledge of Palestinian existing laws, policies and regulations in Gender safeguards in addition to local laws and regulations.
Physical Requirements and Working Conditions:
Shall possess mobility to work in a standard office setting and to use standard office equipment, including a computer, stamina to maintain attention to detail despite interruptions, strength to lift and carry files; vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone.
Job Requirements
Required Qualifications:
A university degree in Environmental Engineering / social Management.
Minimum 3-year experience in conducting environmental and social assessments and Gender studies according to the new World Bank Safeguards Policies and Environmental and Social Framework
