Monitoring, Evaluation and Learning Specialist

CNFA is seeking applications from qualified candidates for a Monitoring, Evaluation, and learning (MEL) Specialist position for the USAID Effective Management of Irrigation Water Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be four years. 

Position Description:

Reporting to the MEL Director, the MEL Specialist will be responsible for supporting and monitoring activities at the field level. S/he will oversee grantees meeting milestones before payments and collect and transmit frontline data and program feedback for MEL. The MEL Specialist is based in West Bank.

Duties and Responsibilities:

• Work with the MEL Director to coordinate data collection process from Program beneficiaries. 


• Assist in coordinating across the available components of the Project to ensure effective implementation of MEL.


• Liaise with the Program team to collect and analyze data and to determine progress achieved. 


• Provide support during the site visits and deliver relevant information on assigned projects for Program Management, USAID representatives, and other interested parties, as requested.


• With consultation with the MEL Director to work on improvement of data collection methods and approaches.


• Support in the design of performance management and monitoring systems, and evaluation methodologies and/or tools.


• Support the MEL Director in recording and reporting the progress towards the indicators. 


• Support the mid-term and final evaluation process, as needed, and coordinate all external and internal evaluations processes.


• Draft and revise applicable project reports and deliverables, including providing inputs on project data, successes, indicator tracking, etc. as requested.


• Carry out other duties and responsibilities related to MEL as assigned by supervisor. 

Key Qualifications:

• Bachelors in a relevant field, such as international development, political science, sociology, statistics/social research or similar required, a master’s preferred.


• Minimum of three (3) years of experience in monitoring and evaluation and/or learning with experience and knowledge in M&E systems and developing indicators for international development projects. Experience working on USAID-funded projects preferred.


• Experience and knowledge in approaches, tools (including quantitative, qualitative, and participatory), data analysis, indicator reporting, and database management. 


• Understanding or demonstrated experience in integrating considerations of youth and gender into MEL systems is preferred.


• Excellent interpersonal skills with an ability to communicate and engage with Program beneficiaries and stakeholders.


• Ability to travel around West Bank as needed. 


• Fluency in Arabic and professional proficiency in English required.
