Job Titles: Project Coordinator
The Government of Palestine (GoP) has received financing from the Islamic Development Bank (IsDB) to finance the Khaled Al-Hassan Cancer Hospital Project - Phase One. The project shall be in Ramallah, near Surda Town.
The Palestinian Ministry of Finance (MoF) has been designated as the executive agency for this project. As the executive agency, the MoF will oversee the project's financial management, coordination, and implementation to ensure alignment with national economic policies and priorities.
The MoF’s role as the executive agency leverages its expertise in public financial management to ensure effective resource allocation and project execution. This designation aligns with its mandate to promote economic stability and development within the Palestinian territories.
This national flagship project will establish advanced oncology and bone marrow transplant (BMT) services, reduce external referrals, and strengthen early detection and treatment pathways.
To ensure effective and accountable delivery, MoF requires a Project Coordinator to oversee the project end-to-end — from mobilization and design verification through construction, commissioning, equipping, digital systems, licensing, accreditation, and phased clinical opening.
This role is vital for ensuring scope, schedule, cost, quality, risk, and benefits realization in compliance with Palestinian regulations, donor policies, and international healthcare facility standards.
The GoP thus intends to apply part of the funds for the recruitment of a full-time Project Coordinator for this Project. The Project Coordinator will function under the direct supervision of MoF /Department of International Relation and Projects (DIR).
The Project Coordinator will have the following qualifications and skills:
• Bachelor’s degree in civil engineering (Master’s preferred).
• Registered with Palestinian Engineers Association.
• Minimum 10 years’ experience in large-scale institutional/hospital projects.
• Experience with international donors (IsDB, World Bank, UN) and Palestinian government.
• Strong knowledge of hospital standards, safety codes, and accreditation requirements.
• have a proven track record of successfully completing at least two healthcare facility projects in the capacity of designer or supervisor.
• Hold a valid Project Management Professional (PMP) certification, or an equivalent internationally recognized project management certification.
• must demonstrate verifiable knowledge of the procurement cycle, including its various stages and procedures.
• Proficiency in MS Project, AutoCAD, and site/project management tools.
• Proven leadership in multi-disciplinary team management.
• Excellent English (spoken/written).
