About intersect Innovation Hub:



Intersect Innovation Hub (IIH) is a non-profit established late 2020 with a mission of supporting the Palestinian innovative ecosystem. To accomplish its mission, IIH provides Palestinian entrepreneurs and startups with a range of services to enable them to thrive, including workspace, business support services, exposure and access to local and international networks, tailored financial solutions, and connection to investors. IIH has expanded its operations in Nablus and Hebron.



To support IIH expanding operations and strengthen its internal systems, IIH is seeking a dynamic and flexible Operations Officer to join its team and contribute to the management of its core support functions primarily in HR, procurement, and finance.



The Operations Officer will report directly to the Operations and Finance Director and will play a critical role in supporting the hub’s daily operational needs and ensuring compliance with internal policies and donor requirements.



Key Responsibilities:



1. Finance and Accounting:



Process and record financial transactions related to projects and operations in the finance system (BISAN) in a timely compliant and accurate manner.

Ensure all financial transactions are supported by complete and compliant documentation in line with IIH policies and donor requirements.

Maintain proper filing and documentation of financial records, contracts, and supporting documents.

Support the preparation, monitoring, and revision of project budgets in coordination with programs team.

Process invoices, payments, and expense documentation and ensure timely payments.

Support internal and external audits by organizing financial records and responding to audit queries as required.

Conduct monthly bank reconciliations and promptly investigate and resolve any discrepancies.

Manage petty cash (across IIH branches Ramallah, Nablus, and Hebron); in accordance with IIH financial policies, including maintaining records, monitoring balances, and preparing replenishment requests.

Ensure compliance with IIH internal financial controls, procedures, and authorization requirements.

Support in maintaining the fixed asset register; update ownership and location data, and conduct periodic physical counts and/or on as needed basis.



2. Human Resources Management:



Coordinate and administer recruitment processes, including posting vacancies, screening applications, scheduling interviews, and supporting selection procedures.

Create, organize, and maintain staff personnel files, ensuring all employee records and documents are complete, updated, and properlyand securely archived.

Manage and track staff attendance, leave requests, and related documentation in accordance with IIH policies.

Prepare, maintain, and update staff employment contracts and HR-related documentation.

Coordinate and administer staff performance review processes, ensuring timely completion and proper documentation.

Support staff onboarding and offboarding processes, including induction, exit procedures, and clearance documentation.

Review staff timesheets and support salary administration processes in coordination with the finance department.



3. Procurement & Logistics:



Identify, research and evaluate potential suppliers based on quality, cost, reliability, and service.

Build and maintain good relationships with suppliers, vendors, contractors, and service providers. Maintain and update supplier information such as qualifications, product/service ranges, etc.

Manage the end-to-end procurement cycle - from procurement budgeting and planning, identifying needs, issuance of RFQs, bids and RFPs documents, reviewing, comparing, analyzing quotes, placing and tracking purchase orders and negotiating (terms, pricing, delivery schedules) and finalizing contracts.

Ensure all purchases adhere to internal policies and procedures, ethical standards, regulatory requirements, donor terms and budgetary constraints.

Maintain organized, complete, updated and accurate procurement records and files (purchase requests, RFQs, bids, evaluations and analysis, recommendation and selection memos, purchase orders, contracts, supplier performance) and supplier information.



4. Administrative & Operational Support:



Manage office administration matters, including office lease agreements and related communications with landlords or building management.

Ensure the cleanliness, organization, and proper maintenance of office premises across all IIH facilities.

Maintain and monitor organizational assets, equipment, and inventory, ensuring proper use, maintenance, and security.

Coordinate travel arrangements for staff and guests, including flights, accommodation, transportation, and related logistics.

Support program teams in organizing trainings, workshops, and events, including venue booking, catering/refreshments, materials preparation, and other logistical requirements.

Manage and follow up on maintenance and service contracts (e.g., office equipment, cleaning, utilities, IT services) to ensure timely and quality service delivery.



Required Qualifications, competencies & Skills:



Bachelor’s degree in Business Administration, Accounting, commerce or other related field.

2–3 years of relevant work experience in accounting, HR, procurement, preferably in the nonprofit sector.

Familiarity with the Bisan Accounting System is highly preferred.

Proficiency in Microsoft Office (especially Excel and Word) and document archiving systems.

Ability to work and adapt in a fast-paced, dynamic start-up environment and willingness to learn. Ability to work with confidential information.

Good organizational, interpersonal, communication (in both Arabic and English), analytical and strategic thinking skills. Attention to detail.

Strong skills in negotiating terms and communicating effectively with both technical teams and external suppliers, contractors and service providers (consultants, trainers, mentors, ..).

Understanding and practical knowledge of labor law and employer best practice.
