Overview about F4J Careerz and Finance for Jobs for Consulting Services
Finance for Jobs for Consulting Services is a Private Limited Company, established in Ramallah in December 2018, with investment capital from social investors. The company is responsible for managing a pioneering employment program, F4J Careerz employment Program, the first of its kind in the region, which aims to tackle youth unemployment, and moving beyond the training programs of the past that haven’t delivered results. Unlike traditional training programs, we are paid based on achieved results, specifically when Palestinian youth successfully secure and sustain employment.
These job outcomes are paid for by the Ministry of Planning and International Cooperation (MoPIC) through the Finance for Jobs (F4J) project, implemented by DAI Global, with funding from the World Bank.
Following the success of its first employment program, the F4J Development Impact Bond (F4J DIB I), which was implemented between (2020-2024), the company is now managing the implementation of the second phase of that employment program (F4J DIB II), to be implemented between (2025-2027), with a possibility for extension. The company has a small team responsible for ‘performance management’ of impact investments aimed towards contracting and overseeing Service Providers (SPs) that will provide training services, job preparation, job placement and employment services for Palestinian youth aged 18 to 29.
We are now looking to hire a ‘Performance Management Officer ‘to join that small high-performing team in its office in Ramallah, a motivated and dynamic professional. In this role, you will work closely with local Service Providers, both supporting and challenging them to meet ambitious employment targets. Your tasks will be varied and demanding, but also deeply meaningful. You will be making a real difference by helping hundreds of young Palestinians build better futures through employment.
Position quick facts:
Location: Ramallah, with frequent field visits to other cities in the West Bank.
Position start date: January or February 2026, based on candidate’s availability.
Contract duration: Until December 2027, with a possibility for extension into 2028.
Tasks and Main duties:
- Manage the direct relationship with contracted Service Providers (SPs), managing their performance and supporting their staff to ensure the effective implementation of their employment projects, with the goal of maximizing job placement for all trained youth. This includes helping SPs implement their project activities in line with the agreed timeline and ensure they stay on track for training outputs and job placement outcomes, while challenging them to maximize number of jobs for trained youth.
- Provide capacity building support -when needed- to SPs staff, in implementing their project on time, and within the available resources, challenging them to focus on jobs first, which is the purpose of the F4J Careerz program, helping them in their cultural shift from focusing on activities and training, to focusing on jobs, i.e. results or outcomes, especially for the most marginalized youth, who are furthest away from the labor market, whether socially or economically.
- Drive performance accountability by tracking monthly and quarterly targets, particularly job placement and sustainment targets, and lead the development and implementation of corrective action plans where performance gaps are identified.
- Conduct field visits to Service Providers, internship hosts, and/or employers to assess service quality and compliance with agreed Social and Environmental procedures during training services, including Health and Safety protocols.
- Oversee the documentation process of training outputs and employment outcomes claims, collected by SPs and uploaded to the data management system used by the F4J Careerz Program, with support from the F4J Careerz performance analysts. This process includes:
• Ensuring the integrity of the data entered by the Service Providers onto the data system by conducting regular data quality audits, addressing data entry errors or inconsistencies, and enforcing and unifying reporting standards among Service Providers.
• Reviewing supporting documents (evidence) of training outputs and jobs outcomes provided by Service Providers through regular spot checks, ensuring alignment between source documents and system data.
• Working with Service Providers – in consultation with the IVA- to identify alternative approaches for documenting outputs and outcomes when standard evidence requirements cannot be met.
• If/when needed, support the program’s performance analysts in data cleaning, analysis, visualization, and dashboard development.
- Prepare and submit training outputs and jobs outcomes claims (with their documentation stored on the data system) to the Independent Verification Agent (IVA, Deloitte and Touche), and the Project Implementation Agent (PIA, DAI) and the World Bank. The IVA is tasked with verifying the validity of training and jobs documentation. If those claims are approved by the IVA, then the company is paid for those claims by the World Bank, which forms the revenue stream for the company.
- Support the F4J Careerz Program team in decision-making and corrective actions to reach its overall employment targets, going beyond the level of individual projects they manage, and take into consideration the overall portfolio of Service Providers at the F4J Careerz strategic level.
Qualifications and Education:
Minimum of a bachelor’s degree in business administration, or any related or relevant field. A master’s degree is a plus.
Experience in project and/or program management, ideally youth employment, education and/or workforce development projects/programs.
At least 5 years of relevant and progressive work experience, preferably managing relationships with local partner organizations (e.g. grantees or service providers, etc.) and their teams.
Strong project management skills, including planning and forecasting, project budgeting and/or costing skills.
Strong oral and written communication skills in both English and Arabic.
Creativity, eye for detail, and strong analytical skills.
Experience with data management and/or Monitoring and Evaluation is a plus, preferably in youth employment or similar development programs,
Knowledge of MS Excel, and its essential functions is a strong plus.
