Background:
The Palestinian Circus (PC) is a nonprofit, non-governmental organization registered with the Palestinian Authority since February 2007. Through teaching, creating, performing, and programming circus arts, PC strengthens the creative, social, and physical potential of Palestinians, engaging and empowering them to become constructive actors in society. The organization also raises local and international awareness about Palestinian creativity, resilience, and the challenges faced by its communities.
PC now seeks to develop a five-year strategy (2026–2030) to guide its artistic, educational, and organizational work. This process will build on the achievements and lessons learned from the 2020–2025 strategy.
Objectives:
PC aims to contract a qualified Strategic Planning Consultant to facilitate and develop the design of its next five-year strategy. The specific objectives are to:
Evaluate the implementation and impact of the 2020–2025 Strategy.
Define or refine the organization’s vision, mission, and core values for 2026–2030.
Assess internal capacities, external opportunities and risks, and stakeholder needs.
Establish strategic priorities and a Theory of Change.
Develop measurable goals, outcomes, and indicators, supported by a monitoring and evaluation framework.
Provide a clear implementation roadmap, including resource mobilization and capacity-building strategies.
Scope of Services
The consultant will work in close collaboration with the PC management, staff, and board and will undertake the following key tasks:
Phase 1 – Evaluation of the 2020–2025 Strategy
Review the 2020–2025 Strategic Plan and all relevant reports and evaluations.
Conduct consultations with staff, board, partners, and beneficiaries to assess achievements, challenges, and lessons learned.
Identify strategic gaps and opportunities to inform the new strategy.
Prepare an Evaluation Report of the 2020–2025 Strategy summarizing findings and recommendations.
Phase 2 – Context Review and Analysis
Review relevant internal and external documents and data.
Conduct an organizational and contextual analysis using appropriate tools (e.g., SOAR, Stakeholder Mapping, or Political-Economy and Cultural Context Analysis).
Identify emerging trends and contextual factors affecting the organization’s future direction.
Phase 3 – Facilitation of Strategic Planning
Design and facilitate participatory workshops with PC staff, board, and stakeholders.
Guide the development of PC’s mission, vision, values, and Theory of Change.
Define strategic priorities and thematic focus areas.
Phase 4 – Drafting of the Strategy
Develop a comprehensive Strategic Plan (2026–2030) including strategic goals, objectives, outcomes, indicators, and implementation roadmap.
Present a draft for review and feedback.
Phase 5 – Validation and Finalization
Facilitate a validation workshop with PC stakeholders.
Submit the final Strategic Plan 2026–2030, incorporating all feedback.
Timeframe:
This assignment will be implemented starting on the day of signing the contract and ending on the 28th of February 2026.
Consultant profile and qualifications:
Proven experience in strategic planning for nonprofit or cultural organizations (minimum 5 years).
Strong facilitation and participatory planning skills.
Familiarity with arts, education, and social change sectors in Palestine or similar context
Excellent analytical, communication, and report-writing skills in English.
Demonstrated experience in developing theories of change and M&E frameworks.

Administrative and Contractual terms:
All tasks are to be implemented in close coordination with the Executive Director and Strategic Planning Committee.
The supplier must provide a valid Deduction at Source Certificate; otherwise, 10% will be withheld and submitted to the tax authority.
All deliverables will be considered final only upon written approval by the Palestinian Circus.
The consultant agrees to maintain confidentiality, and all produced materials remain the property of the Palestinian Circus.
