Job Title ESAU Operations Manager
Level Senior Management
Unit Enterprise Support and Advocacy Unit (ESAU)
Job Purpose
The ESAU Operations Manager will oversee and coordinate ESAU’s internal operations, ensuring strategic alignment with FPCCIA objectives and effective execution of ESAU’s business support, advocacy, and service delivery functions. This position serves as the central liaison between FPCCIA leadership, regional chambers, and ESAU staff, facilitating cross-functional coordination, operational efficiency, and crisis response efforts.
Duties and Responsibilities:
• Provide strategic leadership and oversight across ESAU functions, ensuring smooth operational workflows, resource allocation, and staff coordination.
• Organize and facilitate monthly virtual and quarterly in-person roundtable meetings with regional chambers to gather feedback, assess challenges, and refine ESAU’s strategic priorities.
• Oversee the formation and management of issue-specific task forces in response to economic disruptions or crises, ensuring rapid and coordinated intervention.
• Ensure the effective integration and use of UMIS for performance tracking, service monitoring, and reporting across ESAU.
• Supervise and monitor the execution of business support services, ensuring ESAU’s activities align with real business needs and strategic funding opportunities.
• Act as ESAU’s primary representative within FPCCIA, coordinating with leadership, external stakeholders, and donors on key initiatives.
• Oversee the staff loaning mechanism with regional chambers, ensuring flexibility in staffing resources when needed.
QUALIFICATIONS:
Education:
Master’s or higher degree in Economics, Business Administration, Public Policy, Development Studies, or a related field.
Years and type of experience:
Minimum 10 years of experience in economic development, private sector support, organizational management, or business policy, with at least 5 years in a leadership role.
Knowledge:
• Strong understanding of the Palestinian business environment, market trends, and economic resilience strategies.
• Familiarity with crisis management, resilience-building methodologies, and donor-funded initiatives. Knowledge of institutional governance and stakeholder coordination to ensure alignment between internal and external stakeholders
Skills:
• Strategic planning and leadership in a complex, multi-stakeholder environment.
• Crisis response and agile decision-making capabilities.
• Strong communication, negotiation, and coordination skills.
• Ability to analyze operational data and translate insights into action.
Attitudes:
• Proactive and results-driven leadership.
• Commitment to continuous improvement and operational efficiency.
• Collaborative and adaptable in dynamic environments.
Languages: Fluency in English and Arabic (spoken and written).
Reporting and Coordination:
• Reports to FPCCIA leadership.
• Coordinates with regional chambers, ESAU functional teams, and external partners.
Main Key Performance Indicators (KPI’s):
• Timeliness and effectiveness of crisis response coordination.
• Quality and frequency of internal and external communication mechanisms.
• Efficient resource allocation and strategic execution of ESAU initiatives.
• Positive feedback from FPCCIA leadership and regional chambers on ESAU’s operational management.
