The Palestinian Energy and Natural Resources Authority (PENRA) announce its need to recruit a Revolving Fund Accountant within the Projects Monitoring Unit (PMU). The selected candidate will be responsible for recording, monitoring, and reconciling all loan transactions, ensuring accuracy, compliance, and integrity of financial records. The role also oversees loan repayments and collections, monitors portfolio performance and non-performing loans, and prepares periodic financial and analytical reports for management.
Job Title: Revolving Fund Officer
Duty Station
PENRA Offices – Ramallah
Contract Duration
One-year contract, with the possibility of renewal for an additional year.
Key Tasks:
Record, monitor, and maintain all revolving fund loan obligations, ensuring the accuracy and integrity of accounting records in accordance with applicable financial standards.
Perform regular account reconciliations and prepare monthly reconciliation statements, including checks under revolving fund collection accounts.
Manage revolving fund loan repayment schedules, monitor maturity dates, and ensure timely compliance with agreed terms.
Prepare, review, and coordinate all required revolving fund credit and loan documentation with relevant internal and external stakeholders.
Liaise continuously with internal departments and external parties to ensure the efficient and effective implementation of revolving fund loan procedures.
Manage checks, oversee revolving fund collection activities, and prepare periodic reports related to collections.
Monitor revolving fund non-performing loans and overdue beneficiaries and prepare regular analytical reports on default and delinquency cases.
Prepare periodic financial and management reports for senior management, including revolving fund loan portfolio performance, collection rates, and default ratios.
Required Qualifications
Bachelor’s degree in accounting, Finance, or a related field relevant to loan management.
Minimum of 2–3 years of relevant professional experience in loan management or lending institutions.
Core skills
Good knowledge of auditing principles.
Strong communication skills, including analytical, technical writing, and problem-solving skills.
Ability to communicate effectively with co-workers, managers, subordinates, and the general public to convey information and receive work directions.
Very good English language skills (speaking, reading, and writing).
Ability to prepare clear, concise, and informative reports, correspondence, and other written materials.
Demonstrated experience in using financial and accounting systems such as Bisan, Oracle, and Microsoft Excel.
Strong financial analysis skills with high attention to detail and accuracy in financial data and reporting.
Ability to work effectively under pressure and meet strict deadlines.
Strong interpersonal and teamwork skills.
Physical Requirements and Working Conditions
Shall possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to maintain attention to detail despite interruptions; strength to lift and carry files; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone, including dealing with banks and beneficiaries.
