Palestinian Food & Agriculture Industries Union
The Palestinian Food and Agriculture Industries Union (PFAIU) was established in 1995 and registered under No. IA/000104/08, and currently represents 300 company members. PFAIU conducts several activities aimed at promoting and improving locally made products, offering management and marketing skills training, and providing assistance for company members in opening export markets.
PFAIU’s core activities focus on organizing exports, facilitating market access, defending the interests of the food industry, fostering partnerships and networking, promoting occupational health and safety, promoting green practices, and strengthening the Union's internal structure. PFAIU continues to address the promotion of sustainable practices. Looking ahead, PFAIU aims to lead transformative change and create opportunities within the food industry, ensuring its long-term viability and prosperity within the Palestinian economy. PFAIU decided to lead projects aligned with the Green and Circular Economy (GCE), promoting inclusivity and innovation as one of the top sector priorities.
The Palestinian Food & Agriculture Industries Union Sector is the largest industrial sector as measured by the most important indicators on which any country is based to measure the economic capacity of the industrial sectors.
The sector is trying all the way to contribute to environmental protection efforts. To take advantage of “food Waste “as well as reduce the environmental impact.
PFAIU implements a range of programs and initiatives aimed at promoting sustainable growth, green and circular economy practices, and competitiveness within the Palestinian food and agriculture industries sector.
Through its programs and interventions, PFAIU pursues the following objectives:
General Objective
To contribute to enhancing the effectiveness, accountability, and impact of PFAIU’s programs, projects, and activities in the food and agriculture industries sector in Palestine.
Specific objective
To support the effective monitoring, evaluation, accountability, and learning (MEAL) of PFAIU’s programs, projects, and activities, ensuring evidence-based decision-making, improved performance, and increased impact across the food and agriculture industries sector in Palestine.
Scope of work
Under the supervision of the PFAIU’s General Manager, the MEAL Officer is responsible for monitoring PFAIU programs, projects, and activities to ensure alignment with plans and achievement of intended outcomes. and ensure that PFAIU interventions are implemented effectively and achieve their intended outcomes. Additionally, the MEAL Officer will contribute to organizational accountability across PFAIU programs to stakeholders, ensuring that lessons learned are captured and applied to improve programs, projects, and activities performance.
The role contributes to strengthening institutional systems and ensuring consistency of MEAL practices across all PFAIU interventions.
The key responsibilities for this position will be as follows:
Develop and implement a monitoring framework to track program activities and outputs against PFAIU’s strategic objectives and plans.
Regularly collect data on key program activities and indicators, ensuring consistency and accuracy.
Conduct site visits or other assessments to ensure programs, projects, and activities are being executed as planned, and to identify challenges or barriers to progress.
Coordinate with PFAIU staff and program teams to ensure proper documentation and reporting of progress.
Design and implement evaluation frameworks to assess the effectiveness of PFAIU programs and initiatives.
Collaborate with the PFAIU staff and program teams to conduct periodic and end-of-cycle evaluations across PFAIU programs and interventions, focusing on both process and outcome-based measures.
Provide recommendations based on evaluation findings to enhance programs, projects, and activities implementation and impact.
Lead the development and continuous improvement of PFAIU’s organizational MEAL framework, systems, and tools.
Support management in strategic planning and decision-making through data analysis and evidence generation.
Accountability:
Develop and implement accountability mechanisms across PFAIU programs and services to ensure transparency, responsiveness, and the inclusion of stakeholders in decision-making processes.
Ensure that stakeholder feedback is regularly gathered, reviewed, and incorporated into programs, projects, and activities planning and implementation.
Provide guidance on how to improve the communication and reporting of programs, and projects, results and activities to stakeholders.
Lead the organizational learning agenda of PFAIU by organizing knowledge-sharing and reflective learning activities, ensuring that lessons learned are captured and shared to improve future program design, strategic planning, and implementation within PFAIU.
Support the development of knowledge-sharing platforms within the team, ensuring that key learnings are accessible to PFAIU stakeholders and partners.
Lead reflective learning sessions to allow PFAIU teams and relevant staff to analyze challenges and successes, applying insights for continuous improvement.
Support the development and institutionalization of MEAL systems, tools, and processes across PFAIU to strengthen evidence-based decision-making.
Required Qualifications and Experience:
Education:
A Bachelor’s degree in a related field (A Master’s degree is an advantage)
Experience:
At least 5 years of professional experience in monitoring and evaluation within development programs, projects, or institutional settings.
Experience with green practices, sustainability projects, or environmental initiatives is desirable.
Previous experience in data collection, analysis, survey design, and evaluation methodologies.
Proven track record in accountability processes (e.g., stakeholder engagement, feedback mechanisms).
Skills:
Strong understanding of MEAL principles and how to apply them in a development context.
Familiarity with M&E software and tools (e.g., Excel, SPSS, or specialized M&E systems).
Strong analytical and report-writing skills with the ability to synthesize data and provide actionable insights.
Good knowledge of quantitative and qualitative research methods.
Excellent communication skills (both written and verbal) and the ability to effectively interact with a range of stakeholders.
Languages:
Fluency in English(both written and spoken) is required.
