JOB SUMMARY
The Safeguarding Officer, as a part of the Safe, Accountable, and Inclusive Programming (SAIP) team, will provide expert dedicated support to ensure that safeguarding risks are identified and mitigating actions are implemented through community engagement and outreach. The Safeguarding Officer will play an active part in contributing to in-country initiatives and mechanisms, and support analysis of safeguarding trends, risks, and issues to maximize the potential for preventing safeguarding violations from occurring, and ensuring lessons learned are built into program design and implementation. The Safeguarding Officer will also provide technical guidance and support the development and monitoring of country Safeguarding Action Plans.

MAIN TASKS AND RESPONSIBILITIES
- Coordinate, monitor implementation, and update the country Safeguarding Action Plan..
- Coordinate with protection actors and other relevant agencies in-country to identify appropriate referral pathways for use by International Medical Corps personnelthat are available and accessible for survivors of safeguarding violations—to include medical, counseling, legal, and other services as outlined in detail in the IMC “Guidelines for Supporting Survivors of Safeguarding Violations”.
- Disseminate new policies and materials as they become available, including monitoring that designated personnel have placed.
- Safeguarding and EthicsPoint posters in prominent positions at all offices and program sites.
- Follow up with program, technical, and SAIP personnel to ensure safeguarding and protection risks are assessed and mitigated through the protection risk assessment tool.
- In coordination with the Country Senior Management Team and the Learning and Development Unit, develop a Safeguarding training strategy for all International Medical Corps personnel and implementing partners.
- In conjunction with HR personnel, track the delivery of Safeguarding trainings and refresher trainings for personnel, i.e., the MAST and annual refresher training.
- Coordinate with other designated personnel and contribute to Safeguarding training and awareness raising efforts for the populations with whom we work and other vulnerable populations, including information about how to report Safeguarding concerns.
- Work with HR personnel to ensure that recruitment and screening activities for all new hires are conducted incorporating all the required Safeguarding elements.
- Properly receive Safeguarding complaints at field level and channel complaints through appropriate reporting options.
- Coordinate with programs and grants management to monitor the Safeguarding capacity of sub-recipients and the implementation of Safeguarding capacity plans, including training, as needed.
- Ensure that the country program is aware of, and where appropriate, contributes to collective, interagency measures to prevent and address Safeguarding violations and participates in inter-agency PSEA networks, in coordination with the HQ Safeguarding Unit.
- Communicate with HQ through the Safeguarding Unit for information-sharing regarding Safeguarding resources and activities at country level.
- On a case-by-case basis and under the direction of the HQ Safeguarding Investigations Unit, support the Investigations.
- Unit in investigations into reported Safeguarding complaints.
- Under direction of the CD, review the Safeguarding Focal Point (SFP) ToR and the SAP with all SFPs in country, and assign which SFP(s) will work on which element(s) of the ToR and SAP, and coordinate SFP activities.
- Provide oversight of all SFPs in-country to complete required orientation and training.
- Provide orientation and comprehensive SFP training in local languages or remote locations, as necessary.
- Track the progress of each SFP toward their deliverables, and provide regular updates to the CD.
- Monitor that the Survivor Assistance Liaison and Safeguarding Case Worker roles have been filled by appropriate personnel
MINIMUM REQUIREMENTS
- Bachelor's degree in law, social work, public health, management, or a related area.
- At least 3 years of experience in safeguarding, gender-based violence, compliance, or related field within a professional setting.
- Previous experience with INGOs.
- Knowledge of local labor laws
- Strong MS Office skills and the ability to use technology to collaborate
- Excellent communication and interpersonal skills.
- Good conflict management skills.
- Ability to maintain confidentiality and foster trust and respect.
- Excellent planning and organizing skills, Team player, Ability to work effectively and collaborate with others
- Ability to perform multi-tasking, flexible, comfortable with deadlines, and able to work well under pressure.
- Training and facilitation experience.
- Fluency in Arabic and English required.
- Experience with a human resource information system would be an added advantage.
